Hot air ballooning is one of the safest ways humans have found to leave the ground. In the United States, the NTSB has investigated around 775 balloon accidents since records began in 1964, and about 70 of them involved a fatality. That is roughly one fatal accident a year across six decades, and some years pass without a single balloon death nationwide. An honest safety page cannot stop at a reassuring number, though. Here is why the record looks the way it does, and where the real risks sit.
A registered aircraft, not a fairground ride
The balloon you board is a certified aircraft with a registration number, an airworthiness certificate and a maintenance logbook. Commercial ride balloons are inspected every 100 flight hours or every year, whichever comes first, and the person at the burner holds a commercial pilot certificate with a balloon rating.
The hardware carries backups. Ride balloons fly with double burners, each fed by its own fuel line and tank, so a blocked valve or a failed pilot light never leaves the envelope without heat. Even ignition is redundant: pilots keep a spare striker within reach.
When things went wrong, the rules changed
Ballooning's worst accidents are rare enough to be remembered by name. Near Luxor, Egypt, in February 2013, a fuel leak and fire killed 19 passengers, and Egyptian authorities suspended flights while they tightened oversight of operators. In Lockhart, Texas, in July 2016, a balloon struck power lines and all 16 people aboard died. It remains the deadliest balloon accident in US history, and the investigation found a pilot with medical and drug problems that no rule had screened for.
That gap is now closed. Since December 2022, the FAA has required commercial balloon pilots carrying paying passengers to hold a second-class medical certificate, the standard most other commercial pilots already met. It took an act of Congress, the Commercial Balloon Pilot Safety Act of 2018, to get there. Passenger ballooning is better for it.
Cancellation is the system working
The biggest safety decision of your flight happens before you leave the ground. Balloons have no engine to power through weather. They need light, steady wind and no storms within a wide radius, so pilots study forecasts the night before, check again in the small hours, and release a small helium balloon at the field to read the wind at different heights. If the numbers are marginal, the flight is off.

What you control as a passenger
Two things, mostly. First, pick your operator on standards rather than price: ask how many hours the pilot has flown, how the balloon is maintained, and how readily they cancel. A firm landing with passengers in the wrong position causes the sprained ankles and fractures that fill the accident reports. Knees bent, back to the direction of travel, hands on the rope handles. What happens if a burner fails in flight?
Commercial balloons fly with two burners on separate fuel lines and tanks, so the pilot switches to the working system and lands normally. Burners are also simple machines with few moving parts, which is one reason mechanical failure appears so rarely in accident reports.
Can a hot air balloon fall out of the sky?
Not the way people picture it. The envelope is not pressurised, so a tear does not make it burst, and the hot air inside keeps lifting while the pilot descends. Even with all heat lost, an envelope slows the fall much like a parachute. The realistic hazards are power lines and weather, which is why pilots obsess over both.
Do balloon pilots need a licence?
Yes. A commercial balloon pilot holds a pilot certificate with a lighter-than-air rating, earned through training, written exams and check flights, and keeps it current with regular reviews. In the United States, anyone flying paying passengers has also needed a second-class medical certificate since December 2022.
