Penang Hot Air Balloon Fiesta

Penang draws a crowd out of all proportion to the number of balloons on the field, which tells you what kind of event it is. It is a city festival with balloons in it rather than a flying meet with spectators, and it is held on a polo ground inside George Town. Nothing here flies free. Balloons go up on a rope, come back down on the same rope, and the ride is measured in minutes and metres rather than in distance. That is a deliberate format for a city site with buildings and an airport nearby, not a shortcoming of the event.
